Acknowledgement of Country

At the opening of the Council Meeting, the Lord Mayor will state:

‘Council acknowledges that we are meeting on traditional Country of the Kaurna people of the Adelaide Plains and pays respect to Elders past and present.  We recognize and respect their cultural heritage, beliefs and relationship with the land. We acknowledge that they are of continuing importance to the Kaurna people living today.

And we also extend that respect to other Aboriginal Language Groups and other First Nations who are present today.’

Upon completion of the Kaurna Acknowledgment, the Lord Mayor will state:

‘The Council acknowledges the vision of Colonel William Light in determining the site for Adelaide and the design of the City with its six squares and surrounding belt of continuous Park Lands which is recognised on the National Heritage List as one of the greatest examples of Australia’s planning heritage.’

Item 4 - Motion to be proposed by Councillor Hyde

That Council:

1.         Notes that the City of Adelaide has neither procured nor purchased the necessary backend hardware or software licences required to enable facial recognition across the City Safe CCTV Network, in accordance with the Council decision of 9 November 2021.

2.         Reiterates its commitment to not use camera facial recognition technology unless and until the parliament in South Australia adopts legislation or regulation consistent with biometric surveillance, facial and privacy recommendations of the Australian Human Rights Commission and the Law Council, as per the Council decision of 9 November 2021.

Sonjoy Ghosh, Associate Director Information Management, City of Adelaide gave the meeting a precis’ of the item, background and current status.

Seconded by Deputy Lord Mayor –

That Council:

‘That the motion be amended to read as follows –

Discussion ensued, during which with the consent of the mover, seconder and the meeting, the amendment was withdrawn and the motion was varied to read as follows:

‘That Council:

1.       Notes that the City of Adelaide has neither procured nor purchased the necessary backend hardware or software licences required to enable facial recognition across the City Safe CCTV Network, in accordance with the Council decision of 9 November 2021.

2.       Will not fund, procure nor purchase the necessary backend hardware or software licences required to enable facial recognition across the City Safe CCTV Network.’

The meeting adjourned at 5.59pm until the adjournment of The Committee meeting and reconvened at 5.59pm with the following Council Members present -

Item 4 - CEO Undertaking - Motion to be proposed by Councillor Hyde

Minutes:

In response to questions from Councillor Hyde, the CEO gave an undertaking to clarify the use of facial recognition technology by the City of Adelaide with any public institution that is circulating incorrect information.
