That Council:
1. Notes that current and future Mainstreet and public realm upgrades provide a timely opportunity to consider safety infrastructure, including lighting, CCTV coverage and Crime Prevention Through Environmental Design principles, as part of project planning and delivery wherever appropriate.
2. Requests Administration prepare a report on lighting informed by:
2.1. current and planned Mainstreet and public realm projects;
2.2. any existing Council safety and CPTED assessments; and
2.3. relevant safety and security audits, walk-arounds, forums, workshops or reports undertaken by City precinct associations.
3. Requests that the report highlight:
3.1. inadequate, non-operational or poorly positioned lighting;
3.2. priority laneways, transport areas, late-night precincts and other identified safety hotspots;
3.3. issues and recommendations already identified through precinct-led safety and security work; and
3.4. existing asset plans and opportunities to incorporate improved lighting into planned infrastructure and Mainstreet works where practicable.
4. Requests the report back to Council by December 2026 to incorporate improvements into planned Mainstreet and public realm works (excluding Park Lands), opportunities for State Government or other co-funding, and any matters requiring consideration as part of the 2027/28 Business Plan and Budget process.
